Overview

Bughendera County is one of the two main constituencies making up Bundibugyo District in Western Uganda. Known for its breathtaking mountainous landscapes in the Rwenzori ranges, Bughendera is a vital administrative and economic hub. The county is a diverse region that is home to everyone, fostering a spirit of unity among all its residents. It is currently undergoing a historic transition after decades of community advocacy. For years, the area has been marginalized from significant development opportunities and excluded from major resource allocations originally intended for the wider Bundibugyo District. This lack of access to key infrastructure and essential services led local leaders to advocate strongly for autonomy. In response to these challenges, the NRM Parliamentary Caucus officially approved the creation of Bughendera District. This decision, made in September 2025 during a meeting chaired by President Yoweri Museveni at State House Entebbe, clears the way for the district to become operational in the 2025/2026 financial year. This transition is a major milestone aimed at correcting past imbalances and bringing specialized services, independent funding, and focused development directly to its high-altitude communities

The Growth of Bughendera

Originally, Bughendera County consisted of only seven sub-counties: Kasitu, Ngamba, Ntotoro, Harugali, Ndugutu, Bukonzo, and Sindila. To address the challenges of the mountainous terrain and a rapidly growing population, these original units were further split to create the 14 administrative units seen today. This expansion was a deliberate strategy to create jobs for local professionals and ensure that the people of Bughendera are no longer excluded from key positions and leadership roles within the wider Bundibugyo District governance.The movement for this administrative growth was driven by:

  • Job Creation & Inclusion: Opening up new leadership positions and technical roles to ensure that the people of Bughendera have a fair share of employment opportunities and representation in governance.
  • Accessibility: Reducing the extreme distances and difficult treks residents previously faced when traveling to Bundibugyo Town for basic government services.
  • Targeted Service Delivery: Ensuring that mountainous areas receive their own dedicated road equipment, medical supplies, and education grants, rather than relying on trickled-down resources.
  • Empowering Local Leadership: Increasing the number of local councilors and administrators who truly understand the unique challenges faced by highland farmers and mountain communities.
